很久以前有個種族生活在海中央，他們在海中腿是魚尾、也會長出鰓，他們的聲音能夠控制生物、驅使妖獸。
上岸後卻會化出雙腳，也能正常呼吸。
他們被稱為鮫，又稱為海妖，現代人喊他們人魚。
人類與海妖曾和平共處過一段時間，海妖幫忙人類驅逐侵襲居住地的妖獸，甚至還幫關係親近的人類王族征戰，直到海妖被人們猜忌、懼怕、屠殺。
海妖只好躲回海的中央，避世不出。
但是人類是貪婪的，他們在戰爭中又想起了當時強大的海妖，於是想要找到海妖，但苦尋未果，最後國家高層有了大膽的計劃，決定復興海妖。
海妖計劃，又稱人魚計劃。
